Italy recognized the independence of Ethiopia but still retained much influence there because of  her colonies in neighboring Eritrea and Italian Somaliland. Under Mussolini Italy began again to pressure Ethiopia. The border clash at Wal-Wal in December 1934
brought the struggle for influence there to world attention.

Attempts through the League of Nations and through the mediation of Britain and France failed to achieve a diplomatic solution, in large part because Mussolini did not want one. Believing that he had  the consent both of Britain  and France for the conquest of
Ethiopia, Mussolini had prepared throughout the summer of 1935 for invasion. 

The speech which follows was delivered on October 2, 1935. It is directed, of course to the Italian people. His justification for agression could not have been expected to convince foreign audiences. Nonetheless, one might deduce from the reference to keeping the war localized, he expected the speech to be reported abroad.

Italian troops moved the next day. Italian troops captured the Ethiopian capital of Addis Ababa the following spring and on  May 9, 1936 Victor Emmanuel III was proclaimed Emperor. This war was extremely popular in Italy. But it pointed out the weakness of the League of Nations, whose economic sanctions only irritated the Italians, it demonstrated the disarray of British and French foreign policy, and moved Italy in the direction of Nazi Germany, who supported Italy throughout the conflict.
 

A solemn hour is about to sound in the history of the fatherland. At this moment twenty million men occupy the public squares of all Italy.

Never in the history of mankind has there been seen a more gigantic spectacle. Twenty million men, but one heart, one will, one decision.

Their demonstration must and does show the world that Italy and Fascism constitute a perfect, absolute, and unalterable identity.
For many months the wheels of destiny have been moving toward their goal under the impulse of our calm determination. In the latter hours their rhythm has become more swift and by now cannot be stopped.

It is not only an army that strives toward its objectives but a whole people of 44 million souls against whom an attempt is being made to consummate the blackest of injustices?that of depriving us of some small place in the sun.

When in 1915 Italy exposed itself to the risks of war and joined its destiny with that of the Allies, how much praise there was for our courage and how many promises were made! But after the common victory to which Italy had made the supreme contribution of 670,000 dead, 400,000 mutilated, and a million wounded, around the hateful peace table Italy received but a few crumbs from the rich colonial booty gathered by others.

We have been patient for thirteen years, during which the circle of selfishness that strangles our vitality has become ever tighter. With Ethiopia we have been patient for forty years! It is time to say enough!

In the League of Nations there is talk of sanctions instead of recognition of our rights.
Until there is proof to the contrary, I shall refuse to believe that the real and generous people of France can support sanctions against Italy.... 

Similarly, I refuse to believe that the real people of Great Britain, who have never had discords with Italy, are prepared to run the risk of hurling Europe along the road to catastrophe for the sake of defending an African country universally branded as a country without the slightest shadow of civilization.

We shall face economic sanctions with our discipline, our sobriety, and our spirit of sacrifice.

Against military sanctions we shall reply with military measures.

To acts of war we shall reply with acts of war.

Let no one think that he can make us yield without a hard struggle.

A people jealous of its honor can use no other language nor can it adopt a different attitude.

But let it be said once more and in the most categorical manner — and at this moment I make before you a sacred pledge — that we shall do all that is possible to prevent this conflict of a colonial character from assuming the nature and scope of a European conflict. That might be desired by those who seek in a new war to avenge their fallen temples, but not by us.

Never before as in this historical epoch has the Italian people revealed the quality of its spirit and the power of its character. And it is against this people to whom humanity owes some of its greatest conquests and it is against this people of poets, of artists, of heroes, of saints, of navigators, of emigrants, it is against this people that one dares speak of sanctions.

Italy, proletarian and fascist, Italy of Vittorio Veneto [Italy’s greatest victory in WWI] and of the Revolution, arise! Let the cry of your decision fill the heavens; let it be a comfort the soldiers who wait in Africa, a spur to friends, and a warning to enemies in every part of the world: a cry of justice, a cry of victory.

Un'ora solenne sta per scoccare nella storia della Patria. Venti milioni di uomini occupano in questo momento le piazze di tutta Italia.

Mai si vide nella storia del genere umano, spettacolo più gigantesco. Venti milioni di uomini: un cuore solo, una volontà sola, una decisione sola.

La loro manifestazione deve dimostrare e dimostra al mondo che Italia e Fascismo costituiscono una identità perfetta, assoluta, inalterabile.

Possono credere il contrario soltanto cervelli avvolti nella più crassa ignoranza su uomini e cose d'I'talia, di questa Italia 1935, anno XIII dell'Era Fascista.
Da molti mesi la ruota del destino, sotto l'impulso della nostra calma determinazione, si muove verso la mèta: in queste ore il suo ritmo è più veloce e inarrestabile ormai!

Non è soltanto un esercito che tende verso i suoi obiettivi, ma è un popolo intero di 44 milioni di anime, contro il quale si tenta di consumare la più nera delle ingiustizie: quella di toglierci un po' di posto al sole.

Quando nel 1915 l'Italia si gettò allo sbaraglio e confuse le sue sorti con quelle degli alleati, quante esaltazioni del nostro coraggio e quante promesse! Ma, dopo la Vittoria comune, alla quale l'Italia aveva dato il contributo supremo di 670.000 morti, 400.000 mutilati, e un milione di feriti, attorno al tavolo della pace esosa non toccarono all'Italia che scarse briciole del ricco bottino coloniale.

Abbiamo pazientato 13 anni durante i quali si è ancora più stretto il cerchio degli egoismi che soffocano la nostra vitalità. Con l'Etiopia abbiamo pazientato 40 anni! Ora bastal

Alla Lega delle Nazioni, invece di riconoscere i nostri diritti, si parla di sanzioni.
Sino a prova contraria, mi rifiuto di credere che l'autentico e generoso popolo di Francia possa aderire a sanzioni contro l'Italia. ...
Io mi rifiuto del pari di credere che l'autentico popolo di Gran Bretagna, che non ebbe mai dissidî  con l'Italia, sia disposto al rischio di gettare l'Europa sulla via della catastrofe, per difendere un paese africano, universalmente bollato come un paese senza ombra di civiltà.

Alle sanzioni economiche opporremo la nostra disciplina, la nostra sobrietà, il nostro spirito di sacrificio.

Alle sanzioni militari risponderemo con misure militari.

Ad atti di guerra risponderemo con atti di guerra.

Nessuno pensi di piegarci senza avere prima duramente combattuto.

Un popolo geloso del suo onore, non può usare linguaggio né avere atteggiamento diverso!

Ma sia detto ancora una volta, nella maniera più categorica e io ne prendo in questo momento impegno sacro davanti a voi?che noi faremo tutto il possibile perché questo conflitto di carattere coloniale non assuma il carattere e la portata di un conflitto europeo. Ciò può essere nei voti di coloro che intravvedono in una nuova guerra la vendetta dei templi crollati, non nei nostri.

Mai come in questa epoca storica il Popolo italiano ha rivelato le qualità del suo spirito e la potenza del suo carattere. Ed è contro questo Popolo al quale l'umanità deve talune delle sue più grandi conquiste, ed è contro questo Popolo di poeti, di artisti, di eroi, di santi, di navigatori, di trasmigratori, è contro questo Popolo che si osa parlare di sanzioni.

Italia proletaria e fascista, Italia di Vittorio Veneto e della Rivoluzione, in piedi! Fa che il grido della tua decisione riempia il cielo e sia di conforto ai soldati che attendono in Affrica, di sprone agli amici, e di monito ai nemici in ogni parte del mondo: grido di giustizia, grido di vittoria!
